Based on my searching and other configuration that I have seen before in the fields, I can say to choose queue-types on the sub/child since that queue will be used for the client according their bandwidth limitations, the parent only provides the maximum limit for the child to be used or shared.
Let's take some example of queue tree that has two parents act as total bandwidth (i.e parent-upload, parent-download) with max-limit=20Mbps, and then each of the parent also has some sub-parent or child that provides limit-at=5Mbps (i.e user-download-lan, user-upload-lan), so here, on your sub/child you can put your own queue-types whether is default or customized ones, in this example own pcq-download and pcq-upload.
